Baguio, La Trinidad Hosted Asian Parliaments on Population, RH, IP Rights and Other Issues

Baguio, La Trinidad host  study visit of Asian parliamentarians on population, RH, IP rights

BAGUIO CITY, Sept. 9(PIA)--- TheCcity of Baguio and the municipality of La Trinidad , Benguet  recently hosted a cultural interaction and study visit of parliamentarians from Asia and the Pacific aimed at exploring the dimensions and intricacies of culture and religion as key considerations in formulating and implementing population and reproductive health policies and programs.

The parliamentarians were delegates to the 29th Asian Parliamentarians’ Meeting on Population and Development conference under the theme ‘ High Level Dialogue in a Culturally Pluralistic Society’ hosted by the Philippines.

La Trinidad and Baguio were chosen as the areas for the study visit for  their  rich culture and traditions and the presence of strong support among the local government units on population and development issues.

On August 28,  the more than 20  delegates were  welcomed   at the ‘dap- ay’ of the  Philippine Information Agency,  with the traditional “uggayam” by Baguio City Mayor Mauricio Domogan. The University of the Cordilleras Hapiyoh MI cultural group entertained the visitors  with  Cordillera dances. It was followed by interaction with  the local media on the different issues of the parliamentarians’ countries and the Philippines.

The next day, La Trinidad Mayor Edna Tabanda led the municipality in welcoming the foreign parliaments at the municipal hall. Ifugao Congressman Teddy Baguilat Jr.  was the keynote speaker during the formal meeting with indigenous people representatives and other guests from the province of Benguet.

Baguilat, a known reproductive health and IP rights advocate, gave a situationer on indigenous peoples and critical policy initiatives that will promote and protect the rights and welfare of IPs in the Philippines during the forum entitled Population and Development Challenges of the Indigenous peoples communities in the Cordillera Region in a Pluralistic Society at the La Trinidad Municipal Hall.

In his keynote speech,  he stressed critical policy initiatives that will promote and protect the rights and welfare of indigenous people.

The group had a chance to conduct an immersion at the Barangay Bahong in La Trinidad where the Ibaloi community treated them with the traditional dances and chants and one-on-one interaction with the foreign parliaments together with the barangay officials and several municipal officials.

Ms. Hitomi Tsunekawa, Manager of APDA's international affairs thanked  the hosts LGUs for their invaluable support to the study visit.

“The issues that the Cordillera people face today such as environmental degradation, migration and lack of government services and poverty is similarly being faced by Indigenous peoples in the Asia and the Pacific. But with committed parliamentarians and local government officials. I firmly believe that appropriate policies and resources can be mobilized to address these concerns," she said.

The Asian Population Development Association (APDA) based in Japan and the Philippine Legislators Committee on Population and Development (PLCPD) organized and hosted this gathering of parliamentarians to contribute in the on-going efforts to accelerate the achievement of the International Conference on Population and Development Program of Action (ICPD) and Millennium Development Goals (MDGs) as one of the key issues to find workable solutions to address population challenges, while respecting different values in culturally different contexts. North Luzon S&T Fair Set to Open at Benguet State University on Sept.30

LA TRINIDAD Benguet, Sept. 19 (PIA) - - The 2013 North Luzon Science and Technology (S&T) Fair is set to open at the Benguet State University here on September 30.

To be hosted by the Department of Science and Technology Cordillera Regional Office (DOST-CAR), in partnership with DOST regions 1 and 2 and the department’s Technology Application and Promotions Institute (TAPI-DOST), the event adopts the theme, “Science Technology and Innovation: The Road Towards a Smarter North Luzon”.

DOST-Cordillera Regional Director Julius Caesar Sicat disclosed that the event, which will run until October 4, aims to promote DOST’s programs, projects and activities and the department’s recent research and development breakthroughs, as well as to provide support to various DOST cooperators through the conduct of a technology bazaar and to promote development in the Northern Luzon S&T cluster.

Expected partners and participants in the event are the Department of Education, the Commission on Higher Education, local research and development institutes, state colleges and universities and other higher educational institutions.

For the scheduled North Luzon S&T Fair, the DOST in coordination with the Philippine Information Agency-Cordillera Regional Office will be hold a kapihan media forum  after the official ribbon cutting and program.

To be featured during the said S&T Fair are exhibit and techno-bazaar, viewing of S&T interactive exhibits including the Philippine Atmospheric, Geo-physical, Astronomical Services Administration’s Mobile Planetarium and DOST’s Project NOAH (Nationwide Operational Assessment of Hazards)

A daily S&T forum as well as seminars for Science and Math teachers will also be featured during the fair. There will also be robotics competition and S&T trivia contest for high school and college students for the five-day event.


The S & T Fair is in line with the country’s celebration of National Science and Technology Week (NSTW), which aims to highlight the critical role of Science and Technology, in keeping the Philippines on track in facing global challenges and in the country’s goal of bringing in sustainable development and inclusive growth for the Filipino people.(JDP/CCD-PIA CAR)

Intensity 3 Earthquake Felt in Baguio, La Trinidad

BAGUIO CITY, Sept. 20(PIA)-- Residents of Baguio City and parts of Benguet were awakened by a mild  jolt on Thursday morning, September 19.

The Philippine Institute of Volcanology and Seismology (PHIVOLCS) recorded a magnitude 3.0 earthquake at around 5:31AM . It was felt at Intensity 3 in Baguio City and La Trinidad. 

According to the PHIVOLCS Baguio OIC Salvador Cesario, the epicenter of the earthquake was located at 23 kilometers South  and 36 degrees West of La Trinidad, Benguet. The earthquake which was  of tectonic  origin   had a depth of 29 kilometer and  caused by the movement by the local fault in La Trinidad.

Cesario said that the small earth movement is just a normal movement of the grounds and it is better to have small movements which occur almost every day.

The Cordillera Regional Disaster Risk Reduction Management Council said that there were no reported damages due to the earth movement and no aftershocks were also felt.

Although the earthquake did not have damages, the CDRRMC reiterated that the public should always be aware and be prepared.


Its  reminders are: Drop down onto your hands and knees to protect you from falling but allows you to still move if necessary, cover your head and neck under a sturdy table or desk and hold on to your shelter or to your head and neck until the shaking stops. (JDP/RC-PIA CAR)

Aussie CEO Campaigns to Establish an IT Center for the Deaf and Hard of Hearing

 BAGUIO CITY, PHILIPPINES September 16, 2013- After spearheading the renovation of three classrooms at a special education school in the Philippines, Martin Eyking, the CEO of New Media Services, launched a campaign to establish an IT Center for the deaf and hard of hearing in the school.

The Australian CEO believes that IT tools can provide deaf learners at Baguio City SPED Center significant skills for a more independent life.

“We have committed funds towards the set up of an IT center with computers and have already employed a dedicated IT teacher that will work within the SPED school and work together with the existing teachers of the deaf and hard of hearing, ” Martin posted on his Facebook page.

DOH Reiterates Public Advisory to Clean Surroundings as Dengue Cases Remains High

BAGUIO CITY, Sept. 10 (PIA) - - The Department of Health reminds the public to clean their surroundings and get rid of possible dengue mosquito breeding sites as dengue cases remain high in the region.

DOH Center for Health and Development - Cordillera (DOH-CHD-CAR) Dengue Control Program Coordinator Dr. Alexei Marrero, in a recent media forum, disclosed  that from January to August 31, records from the Regional Epidemiology Surveillance Unit (RESU) show  5,761 dengue cases. The figure is  43 percent increase compared to the 4,039 cases recorded during the same period last year.

Benguet, Kalinga and Baguio City recorded the most number of cases with 1,598, 1,519 and 1050 cases, respectively. Abra has  510 cases, Mountain Province - 333, and Ifugao – 329. All  areas  recorded an increase compared to the 2012 data with the cases in Benguet and Baguio City  even more than doubled.

DOH data also shows clustering of cases in 75 barangays all over the region, mostly in Baguio City and several Benguet towns including the capital town of La Trinidad.
Marrero  also reported that  eight dengue-related deaths were already recorded in the region - a 61 year old male from Mankayan, Benguet; a 7 year old female in Bucay, Abra; three children (1 girl and two boys)  ages 5 and below in Tabuk City, Kalinga; a 80 year old man from Natonin,  and  a 29 year old female in Bauko,  Mountain Province, and a 36 year old male from Itogon, Benguet.

With the increase in cases  involving  both sexes and of various ages, Marrero urged   the public to take advantage of the fair weather and clean their surroundings, both inside their homes, backyards and nearby surroundings,  to  get rid of possible dengue mosquito breeding sites.

“Prevention is still better than cure”, Marrero stressed.

Marrero  also reiterated the health department’s advocacy of “Four O’ Clock” habit, wherein people should stop whatever they are doing and take time to clean, especially open containers including tin cans and  caps, as well as plants that accumulate water.


He also reminded  the public of the 4S against Dengue namely: Search and Destroy possible dengue mosquito breeding sites, Self-protection, Seek early treatment and Say no to indiscriminate fogging. (JDP/CCD-PIA CAR)

3 Mining Company Scholars Pass Mining Engineering Board Exam

BAGUIO CITY, Sept. 16(PIA)-- The Philex Mining Corporation in the province of Benguet lauded the passing of  three of their  scholars  in the  Mining Engineering board examination  last August 2013  with one of them landing  in  the Top 10.

Jason Ostrea, a graduate of Saint Louis University, placed sixth overall in the exams given by the Board of Mining Engineering  in Manila on August 13-15, 2013.  Eunice Cuntig and Vincent Ong, also SLU graduates,  were among the 141 passers of the  licensure examination.

The three  are  now  hired as grade-control engineers at Philex Mining’s Padcal operations at Camp 3  in Tuba, Benguet.

“It’s another feather on the cap of Philex Mining, as this shining moment punctuates and brings to the fore the company’s educational scholarship program,” Libby Ricafort, vice president at Philex Mining and resident manager of Padcal, said.

“This education program is part of our social agenda toward uplifting the quality of life of our stakeholders,” he added.

Philex Mining currently has 14 mining-engineering scholars enrolled at SLU while 100 other scholars are pursuing various degrees at the different colleges and universities in Baguio City and Benguet, and 94 high school students and 170 others are enjoying full scholarships and subsidized education, respectively.


Meanwhile, the SLU is among the top performing schools in the country  with 84.62 percent passing rate. Out of the 26 takers, 22 passed the exams, 21 of   them  first time takers.(rc/PIA-CAR)

PHL Business and Industry Survey Covers 114 Establishments in Cordillera

BAGUIO CITY,Sept.13(PIA) - - Statistical coordination officers from the National Statistics Office (NSO) are set to visit establishments in Benguet, Baguio and Abra starting this September 19 for the 2012 Input-Output Survey of Philippine Business and Industries (IOSPBI).

NSO Regional Director Olivia Gulla disclosed that the 2012 IOSPBI aims to collect detailed data items on selected revenue, cost and inventory of businesses and industries covered in the 2012 Census on Philippine Business and Industries (CPBI) in order to produce an I-O (input-Output) structure or table.

This  is a comprehensive, detailed and consistent presentation of the flow of goods and services in an economy for a specified period of time, to provides a basis for analysis of the inter-industry use of goods and services, its intermediate uses and the flow of goods and services up to final demand.

“Specifically, the objective of the said survey is to provide a comprehensive set of statistical information required in the compilation of the 2012 I-O Table of the Philippines, which can be used to analyze quantitatively the structure and interdependencies of producing and consuming sectors in the economy. Among its major use are to provide detailed information on the flow of goods and services; forecasting; sensitivity testing; impact analysis and price-cost analysis”, Gulla explained.

For the Cordillera region, Gulla  disclosed that there are 114 sample establishments identified  located  in the Baguio-Benguet area and  in  Abra.

For Baguio-Benguet, OIC Provincial head Camille Carla Beltran disclosed 109 establishments, 88 in Baguio City and 21 in Benguet, will be visited by six statistical coordination officers to distribute and collect questionnaires that are color coded, to identify each of the six industry sectors involved  such as Agriculture, Forestry and Finshing; Mining and Quarrying; Manufacturing; Electricity, Gas, steam, water supply etc.; Construction; and the Business Service.

Stressing the importance of providing accurate statistical data to government planners and policy makers for nation building, Gulla enjoined the cooperation and active participation of the establishment that NSO will be visiting for the 2012 IOSPBI.


The 2012 IOSPBI  is the 7th Input-Output (I-O) survey series conducted by the NSO. Its forerunner was the 2006 IOSPBI which was undertaken as a rider to the 2006 Census of Philippine Business and Industry . (JDP/CCD-PIA CAR)

Baguio Elderly Group Pushes for Increase in SSS Pension

BAGUIO CITY, Sept. 12 (PIA) - - The Blessed Association of Retired Person (BARP) Foundation Inc., the biggest elderly group in this  Summer Capital, is pushing for an increase in the monthly pension of elderly from the Social Security System (SSS).

BARP officials hosted a kapihan forum  at the PIA Conference room here Wednesday where they presented  to the media practitioners a manifesto wherein through a signature campaign they hope to bring to the attention of  President Benigno Aquino III their situation.

BARP founding president Federico Balanag pointed out  that with the present purchasing value of the peso, elderly SSS pensioners can hardly live by their monthly pension, even for buying  basic essentials for their day to day living.

Some pensioners  receive as low as P500 – P800 a month, he  said. 

Through  the manifesto which they target to   gather around a million signatures including BARP’s 17,000- strong membership, they hope  the President  will  look at their plight and take action.

Fil-Japanese Foundation of Northern Luzon Holds Triple Anniversary Celebration in Baguio

BAGUIO CITY, Sept. 17 (PIA) - - Officials, members and partners of the Filipino-Japanese Foundation of Northern Luzon Inc(FJFNI) gathered  in this  Summer Capital last Sunday for a momentous triple-anniversary celebration.

Opening the day were ceremonial rites and wreath-laying at the commemorative marker at the View Deck along the Kennon  Road at 8:00 am, for the 110th anniversary of the entry of the Japanese workers who helped in the construction of Kennon Road.

The main program followed  at the Sr. Theresa Unno Memorial Hall of “Abong” in Bukaneg Street,  the Baguio office of the FJFNCI, where  the foundation also celebrated its  26th founding anniversary and the 41st founding anniversary of the Filipino-Japanese Friendship Association of Northern Luzon Inc. (FJFANCI).

The gathering was attended by the FJFNCI and FJFANCI officers and members from Northern Luzon, and other Japanese guests such as Shoichi Maekawa of Baguio Scholarship Foundation and Mariko Higashimura of International Angel Foundation, and local officials headed by Baguio Mayor Mauricio Domogan,  Congressman Nicasio Aliping Jr., Benguet Governor Nestor Fongwan and La Trinidad,  Benguet mayor Edna Tabanda.

Invited guest of honor for the event  was  Japanese Ambassador to the Philippines Toshinao Urabe , who was represented by Minister and Consul General Keizo Takewaka.

Ambassador Urabe, in his message read by Takewaka, expresses his honor and pleasure to extend Japan’s congratulations to the foundation’s triple anniversary celebration, as he also shared that he is proud that their compatriots have  been part of the historical building of Kennon Road, which has become the symbolic gateway to Baguio City and the province of Benguet.

Urabe also acknowledged and congratulated FJFNCI and FJFANCI, for their valuable contributions and accomplishments, as   integral part of a prosperous and peaceful Baguio community.

He  called  on the foundations’ officers and members  to take pride of their achievements, continue their good work and remain to be instrumental in maintaining the harmonious and peaceful relationship between the Philippines and Japan.

FJPNCI is currently under the chairmanship of Carlos Teraoka  while FJFANLI has  Dorothy Killey as President. The foundations have  a total of 1,944 members that include  Japanese nationals and Japanese descendants and their spouses, up to the fifth generation.


The Foundations also maintain  232 scholarship grantees in the high school and college levels, where some are through  partnership with Japan-based  non-government organizations,  the Baguio Scholarship Foundation and International Angel Foundations. (JDP/CCD-PIA CAR)

Baguio’s New Gig: Wagwagan or Ukayukan Centers

It is true that life is getting tougher and tougher. If in the past you are able to go to the mall once a week, today you settle for a once-a-month shopping spree.

But if you are in Baguio, you can go shopping every day. Thanks to ukay-ukayan or wagwagan shops that have mushroomed everywhere in time.

What is Wagwag or Ukay-ukay?
Wagwag or ukay-ukay are second-hand clothes from foreign countries like Hong Kong and United States being sold in thrift stores.

If you go around the corners of Baguio City, from the lengthy Session Road to elevated Hilltop, you find wagwagan or ukay-ukayan.

Usually, wagwag or ukay-ukay are categorized into shoes, men’s pants, women’s pants, scarf and laces, jackets, shirts and formal and corporate dresses.

Some vendors just assort the clothes and put everything inside a box or on the floor for people to pick.

When you go to the Baguio City public market, you would see crowds checking on a set of clothes placed on a covered ground.

How to Combat the Cold Weather of Baguio


For how many times, the thermometer dropped from below 10 Degrees Celsius here in Baguio. All we need to do is to protect ourselves from the damaging cold weather and stay positive despite the pessimist weather.

Mr. Sun is Back in Baguio: Time to Do Out Laundry!

August 27, 2013- No sweeter thing can greet Baguio people in the early morning than Mr. Sun who just appeared in the sky this morning.

The raining finally stopped yesterday evening and everyone is expecting a bright day today.

For weeks, the rain has been pouring non-stop causing landslides in the Cordillera region.

According to reports, rainfall from Tropical Storm Nando triggered a landslide in Bontoc Village.

Thanks God, no one is hurt.

Meanwhile in other parts of the country, flood water has not yet subsided. We at Real Estate Baguio continue praying for everyone’s safety.

Now that the sun is back, what should we do?
